My student does not practice on her own so things are moving pretty slowly. What should I do?

You have two choices: (1) extend the time line, if that is possible, or (2) accept that the final outcome will be less than would be the case had the student practiced on her own.

Will my student want to read more after he finishes the program?

Becoming an accurate, competent reader doesn't necessarily mean your student will want to read more. What it does mean is that if he wants to, he will be good at it and actually enjoy doing so!
